It doesn't matter when you repair, so there is no need to wait, just do it when there is a repair station. Every time you get damage, your stuff gets damage by 0,***%. Repairs are calculated from item value and the dmg it got. If your gear gets yellow, it also got less item power.

There is one way to not paying repairs i know of, that is when you enchant an item with runes/souls, you get a repaired item back, regardless how damaged it was before.

The big repairs result from deaths. There is some wear and tear from taking hits and dealing damage but it is negligible.

Tools wear out quickly, but they're relatively cheap to craft. Make a couple before you go out, if you have an Ox.
