Can you craft kits in Unnamed City?
As other members have already pointed out you can craft th Kits using Purge Blacksmiths such as Grrrr Legbiter. In addition they are a reasonably common loot in the Unnamed City biome, where they are commonly yielded by three-skull bosses or found in treasure chests. I find it is good practice to do a farming run and build up say, 10+ of them periodically, then carrying 1 on you at all times.

Can you add reinforcement kits to Legendary Armour?
Same principle for Legendary Armour pieces. You can also add Reinforcement Kits to them to give them even more durability. Legendary Weapon Repair Kits are fairly abundant in the game, and it is just not worth running the risk of losing your weapon.
Can a purge blacksmith repair a weapon?
As far as I know, the Purge blacksmith can craft legendary weapon repair kits, but those don’t work on completely broken weapons.
