Hammerne staffs are the only way and in normal shops, no, you can't buy them however some traveling merchants can sell them but it's for the most part not worth it and you are better off recreate your forged weapons than trying to repair them.

Just about any weapon can be get more then once one way or another in this game now, excluding a few. I've gotten one Hammerne in a chapter, and a Secret Shop might randomly sell one, but with only one use. Though in this game it's possible to get many Hammernes if you're lucky with Secret Shops.
