Edit: as I understand from the comments, they are doing more work on that event then they said in the official source of news about the game, so I guess you can call this an overreaction or whatever. All around better than the basic version, the improved repair kits are special utility items applied to a player's character (either the logged-in one or last played character). They allow for instantly repairing items when examined in inventory to 150%, without consuming any resources beyond the repair kit.
