I had this exact problem, every one said find Hoa, it'll work. Nope, couldn't find him at the strip club, every time I called his number it was busy. I restarted the mission four times, each as different people. Would hit skip button hoping it would just fix it for me, but it would only skip to the beginning of trying to get the car fixed again.
