To repair, when you talk to a vendor and their list of items for sale appears, look at the bottom left corner. There will be a button that says "Repair all". Click it to repair your gear. Broken gear can't be used. What this means is you won't gain any benefits from it or, in the case of weapons, be able to actually use the weapon.
