Registered. Definitely before waxing. As you thought, PTEX candles are made of the same material as the base is made of... so you want the clean the gouge area of any dirt, debris or wax... if you can lightly sand the area to give the new PTEX material some surface to stick on to.

What can I use instead of PTEX?
There is a product called JB Weld that works instead of P-tex and will sort of re-build your edge if your edge got pulled out. You will find it in a harware store for 5-6 bucks. It is more durable than P-tex and will weld better to your core, but it does not hold wax. clean up the wound, drown it in epoxy.
Can you use a hot glue gun for PTEX?
