Neoprene hunting waders can easily be repaired with an adhesive such as Aqual Seal that stays flexible when dry and soaks into the neoprene while curing for a very strong bond. I have also fixed waders with Shoe-Goo but this product seems to harden within 6 months versus staying flexible and also starts to peel away.
