With the power to that cable turned off (of course), I would clean the area well with rubbing alcohol to get all the dirt and grime out of the damaged part of the wire. Then I'd peel back some of the sheath so that the neutral (white) wire has some clearance to wrap tape around that one conductor.

Just so I understand: you're saying clean it up and wrap elec. tape around the white cord itself, then put heat-shrink tubing around the entire romex cable and shrink it down on that spot? The cable is usually behind the wall, but we had to remove the drywall for other reasons, so it's out in the open for now.

Aaron, how do you feel about liquid electrical tape in this situation? I think it would adhere to the problem area better/longer, whereas normal electrical tape becomes gummy and tends to come off.

I bought a small tube of it for $5 or $6 for uses other than electrical connections, for instance, I have a cast iron trivet that the feet want to leave rust spots on the counter, a few dabs of the liquid tape took care of that! One problem with the stuff I bought is that it's rather thin viscosity, so you have to apply many thin coats and let each dry fully or you get runs.
