Hi Peter, my son had a similar size hole in his tinny. He put a 5c piece on the outside and a 5c piece on the inside and adhered them via sikaflex to the boat. That was about 3 years ago and has never leaked.

Welding it would be the best solution. If not I use a piece of Dynel Cloth and 2 part epoxy resin.
