It’s an expensive time consuming job and fairly rare to do these days but is by far the best way to overcome the problem of a warped top.
How do I remove a mahogany table top?
The first task is to separate the top from the base by removing the two hinges then turn the top upside down and gently clamp it down to a dead flat board, remove the old baize, and carefully lift off the mahogany cross banding that forms the decorative border between the baize and the table edge. I use heat and a little water to dissolve the glue and a knife. The lifted banding is carefully taped together in sequence and stored. With the top still firmly held down, a jig is placed over the top which will allow the router to hover and move across the entire surface of the substrate. The router removes the old pine substrate in successive layers. great care has to be taken during the excavation to ensure at least one eight of an inch of substrate stays untouched just below the mahogany veneer. In one picture you can see an extensive number of holes caused by wood boring insects which I am sure contributed to the warping of the top. The original edge of the table can also be seen and remains completely untouched by the routing process. Once the right depth is achieved the insect holes are filled up.

What would happen if you clamped the table top to the skirt and put the screws back in it either wouldn't hold or there would be bows between the screws. You would end up putting extra screws in it which would be too many and when the wood tried to shrink it would split the top. It would be best to flatten the top first like when it was built and then install the skirt. It just takes less pressure to keep a table top flat than force a bowed top flat.
